Q: I don't heat my home with natural gas. Can I still participate in the Home Energy Conservation Program?
A: Yes. The program is open to all eligible Ontario homeowners in the Enbridge Program Delivery Area. If you heat your home with electricity, natural gas, oil, propane, or wood you will follow the same steps to participate as a natural gas customer would.
Q: How can I take advantage of the IESO incentives?
A: As a participant in the Home Energy Conservation Program you can automatically take advantage of additional electric incentives for a limited time from the IESO (Independent Electricity System Operators). In order to take advantage of these incentives, you MUST go through the Home Energy Conservation Program and install two eligible upgrades to qualify.
Q: If I convert to natural gas from electricity, can I still participate in the Program?
A: Converting from electric heating to natural gas would not qualify for the Home Energy Conservation Program. Electrically heated homes can still participate in the Home Energy Conservation Program by taking advantage of upgrades such as insulation, air sealing, window replacements and air source heat pumps.
Q: How many upgrades do I need to do to get my incentive?
A: You must install at least two (2) of the recommended upgrades in order to qualify for an incentive.
Q: I live in a condo – can I participate?
A: The program is not currently open to homeowners residing in a multi-residential building. The program is open to participants who own their own home, the home is a detached, semi-detached, or row townhouse.
Q: Do the recommended upgrades need to be done by a contractor?
A: It is at the home owners' discretion who they choose to install the upgrades. Upgrades such as air sealing, and draft proofing can be done by the homeowner – but upgrades such as furnace or boiler replacement needs to be installed by a licensed HVAC Contractor.
Q. What is the eligibility Criteria for the program?
A: In order to qualify for the Enbridge Home Energy Conservation program, participants must:
- Live in a detached house, semi-detached house or row townhouse.
- The residence must be heated by natural gas, oil, propane, electricity or wood.
- The residence must be in the Enbridge Gas Program Delivery Area. Use our postal code look up tool (link) to find out if you meet this criteria.
- You must complete an energy assessment both before and after renovations.
- You must complete at least two (2) eligible renovations/upgrades.
Q: How does it work if I completed my pre-audit in 2017 and will be finishing my retrofits in 2018?
A: Homeowners who have completed their pre-audit (D Audit) in 2017, should complete their post-audit (E Audit) by December 31, 2018. However, the incentive structure was updated effective January 1, 2018 and for any pre-audits completed in 2017, the incentive payment will follow what was signed on the participant form.
Q: How long do I have to complete the pre and post audit(s)?
A: Enbridge does not enforce a specific timeline to complete your initial and final home energy audits, however, we do encourage you to complete them both as soon as possible. The incentive payment cannot be paid until the final audit is complete. Program can be canceled or changed at any time.
Q: How long will the energy audit process take in my home?
A: The energy audit process usually takes about 2–3 hours for the pre-audit, and roughly 1–2 hours for the post-audit.
Q: What should I expect at my pre-audit appointment?
A: The Registered Energy Advisor will conduct a basement-to-attic assessment of your home's insulation, heating and cooling systems and other energy use. A blower door test will be conducted to see if your home has air leakage, which can cause wasted energy, uncomfortable drafts and poor air quality. Your home will be given an energy rating using the Natural Resources Canada home evaluation – the higher the rating the better. You'll then receive a report outlining recommendations for improvements (called retrofits) to help reduce your energy bills and increase home comfort.
Q: Why do I have to use a Registered Energy Advisor?
A: As part of the Home Energy Conservation Program, homeowners are required to use an Enbridge approved Registered Service Organization of their choice to conduct the pre and post audits. The same service organization should perform both the pre and post audit. The Registered Energy Advisor can help you to:
- Prioritize your upgrades to get the maximum incentive available
- Help you understand the payback period for the upgrades being considered
- Reduce air leaks and identify why your house is cold in the winter and hot in the summer
- Understand your home's envelope and determine if additional “controlled” air flow is required
- Determine if energy upgrades were installed as per recommendations
Q: How much does the energy audit cost?
A: If your pre-audit was done after May 29, 2017 but you haven't yet completed your post-audit, the audit charges are:
$400 for the initial pre-energy audit and $200 for the post-energy audit, plus HST. The Home Energy Conservation Program will offset the cost with incentives as follows:
- The initial energy audit is $400 +$52 (HST) - $200 = $252 homeowner pays
- The final energy audit is $200 + $26 (HST) - $50 = $176 homeowner pays
Homeowner will receive a cheque for $1,450 for achieving 15% energy savings.
If your pre-audit was done in 2018 the audit charges will be the following:
Homeowner is required to pay upfront for the entire pre-audit cost which is $452 (includes HST). Once the upgrades have been made, the homeowner will complete a post-audit and pay $226 (includes HST) - Total out of pocket costs for pre and post audit are $678. As part of the rebate back to the customer upon completion of the program, they will receive $600 in addition to the rebates for the energy-efficient upgrades installed. ($78 difference will need to be paid as this is the HST related to the services performed by the Registered Energy Advisor).
Q: Will the current Registered Energy Advisors for the Home Energy Conservation Program conduct the electric assessment?
A: Yes. The Energy Advisors that currently support our Home Energy Conservation Program will be conducting the pre and post energy audits of your home, which includes the electric assessment.
Q: What is involved in the electric assessment that takes place during the pre and post audits of the Home Energy Conservation Program?
A: When an Energy Advisor visits your home to perform the pre-audit in the Home Energy Conservation Program, he/she will be looking at your lighting fixtures in the main areas such as your living room, family room and kitchen. The Energy Advisor will also assess the age of your appliances, such as your fridge, freezer, dehumidifier, window air conditioner and clothes washer.
They will also provide you with information on how to take advantage of the electric incentives that are available if you replace any of these electrical appliances before the post-audit.
During the post-audit, the Energy Advisor will determine if you have made any improvements to your appliances by replacing them with ENERGY STAR® equipment. If you did make such improvements, you will be entitled to additional electric incentives available from the IESO (Independent Electricity System Operators) payable to you through the Home Energy Conservation Program.
Q: How long will the electric incentives be available for?
A: The introduction of electricity upgrades as part of the Home Energy Conservation Program are part of a pilot initiative fund by the IESO, and is a time-limited opportunity. Homeowners will have access to the incentives until December 31, 2018 or until funding runs out.
Q: I'm in the market for new electric appliances, but don't want to participate in the Home Energy Conservation Program, am I still able to take advantage of the electric incentives being offered, (i.e. fridge rebate)?
A: In order to take advantage of the appliance offering in the Home Energy Conservation Program you must meet the Program criteria, which includes:
- Performing a pre and post energy audit
- Installing at least two (2) of the qualified home energy retrofits (i.e. windows, furnace, etc)
When you fulfill the criteria required of the Home Energy Conservation Program, you will have full access to all the available incentives.
Q: I just bought a new qualifying appliance – why can't I get the incentive?
A: In order to access the electric incentives, a homeowner must participate in the Home Energy Conservation Program offered by Enbridge Gas Distribution Inc. Enbridge will not retroactively pay customers for appliances purchased before participation or outside of the Home Energy Conservation Program.
Q: Why don't dryers and dishwashers qualify for the electric incentives?
A: We have worked with IESO to identify the appliances where the greatest electrical savings can be achieved and unfortunately, dryers and dishwashers do not qualify.
Q: Who funds the electric incentives?
A: The electric incentives are funded by the Independent Electricity System Operator (IESO) and offered through Save on Energy. All other incentives related to the Home Energy Conservation Program will be funded by Enbridge Gas Distribution Inc. and the Government of Ontario.
Q: What is the IESO/Save on Energy?
A: The Independent Electricity System Operator (IESO) manages Ontario's power system, meeting Ontario's needs in real-time and by planning for the future. The Save of Energy conservation programs are designed to support businesses and households across the province to reduce their energy consumption and better manage electricity costs.
Q: What is an LDC (Local Distribution Company)?
A: An LDC is a Local Distribution Company such as your local utility company of whom you pay your hydro bill to. For example, if you live in Toronto, your LDC would be Toronto Hydro. To find out whom your LDC is, please visit the IESO website.

Q: How long does it take to receive my incentive cheque?
A: Upon receiving your final home energy audit information, Enbridge will facilitate payment within 8-12 weeks. For natural gas customers, the Home Energy Conservation rebate is initially posted on your bill as a credit and the rebate cheque is then issued the following business day after your billing cycle/date. If you have noticed the credit on your bill, your payment will be in the form of a cheque within 1-2 business days.
Q: Will any of my personal information be shared when I participate in the Program?
A: Any and all personal information you provide through registering online at enbridgesmartsavings.com or through the initial energy audit will be kept confidential between Enbridge Gas Distribution Inc., the Service Organization performing the energy audit, the Independent Electricity System Operator, the Ministry of Environment and Brickworks Communications. The personal information that we collect from you is always limited to the purposes that we have identified to you. Participants contact information may also be shared with the IESO, the Ministry or a customer's Local Distribution Company so that they can contact participants about related programs, and for reporting on the Program, facilitating follow-up surveys, conducting studies, audits, evaluations or other verifications related to the Program, and for other purposes as permitted by privacy laws.
