Durham Greener Homes
Targeting the residential sector for high-impact emissions reduction
With Durham Regional Council declaring a climate emergency in January 2020, staff were directed to focus on implementation of Durham’s existing climate action plans, including the Durham Community Climate Adaptation Plan and the Durham Community Energy Plan. Both plans identify residential retrofits as a key action. On the energy-side it's about energy efficiency and emissions reductions, in recognition that households are the largest source of green house gas (GHG) emissions – whether from natural gas in home heating, or gasoline for personal transportation. By focusing on Durham Region’s 200,000 single family homes, which make up close to 90% of dwellings in Durham, they expect to make substantial progress on their net-zero pathway.
The Region looked to the home energy experts at Windfall Ecology Centre to develop and deliver a turn-key solution to help meet their climate action goals in their Part 9 building code housing sector.

Market Characterization
Developed home archetypes and Community Energy Profile
Understanding specific home archetypes is essential to clarifying the market potential of a residential energy retrofit program and developing targeted marketing opportunities. In addition, home archetypes are a necessary step to help support the development of unique retrofit pathways and costing models, along with informing detailed program design.
Windfall Centre’s data science team uses a machine learning algorithm to develop statistical models of like dwellings (clusters). Once the optimal number of archetype clusters is determined, each home in the municipality is partitioned into a distinct housing archetype.
From the defined archetypes, we determine the average heating, ventilation, and air conditioning (HVAC) equipment, insulation values, air leakage, and other significant data points that fall within the developed archetypes. By looking at the retrofits performed and the energy and emission reductions from post-retrofit evaluations, we determine the most effective retrofits for each archetype.
This work requires significant computing power and access to large data sets including, municipal tax role data, Natural Resources Canada EnerGuide data, energy utility data, and other data sources that may be available locally.

For every archetype we develop a net‑zero retrofit pathway, which is a staged retrofit plan identifying all the retrofit measures required over time to reduce a homes GHG emissions to net-zero.

Homeowner Portal
Windfall Centre’s home retrofit support solution includes a secure web portal where homeowners can:
- Book appointments and message their Home Energy Coach
- Review/update home information gathered from third party sources (municipal tax role, EnerGuide and other data sources)
- Review results of their homes vHEAT virtual assessment
- Apply for local incentives and retrofit loan offers
- Upload documents for review by their Energy Coach, and review retrofit case history
The homeowner web portal is automatically assigned to users upon enrolment in their local retrofit facilitation program.
The private portal is easy to access using existing account credentials users may already have with Microsoft, Google, or Facebook. Users can also create a new account through a self-serve process during their first log-in
Homeowner Portal data resides in Canada on the Microsoft Azure cloud platform and is encrypted in transit and at rest.
Home Energy Coaching Service
Home Energy Coaches provide expert retrofit consultations over the phone or by video conference to participating residents considering or already engaged in completing a home energy retrofit.
Our Coaches offer independent advice and address any questions participants may have about the complexities of their home energy renovation. The coaches are not affiliated with any product manufacturer or installation service provider. All our Coaches have one or more of the following professional designations:
- Natural Resources Canada Registered Energy Advisor (REA)
- Certified Energy Manager (CEM)
- Professional Engineer (P. Eng.)
In addition to knowledge and experience working with residential buildings, systems, and equipment, Energy Coaches are familiar with available incentive programs and retrofit financing opportunities available to homeowners and can help successfully navigate through the complex options.
